2009 GMR Among stakeholders there are different views of what constitutes quality education. However, there is a strong consensus that measurement of education quality is critically important, and that gaps in data must be filled to do this meaningfully. In collaboration with the U.S. Government, the Education Policy and Data Center and the Basic Education Coalition invited 65 key partners in civil society, business, international finance institutions, and the G8 to a two-day workshop to reach consensus on the key issues in the measurement of education quality and actions needed to close data-gaps.

The workshop was convened January 13-14, 2009, at the Academy for Educational Development in Washington DC. The agenda included discussing key issues of education quality from four perspectives, identifying gaps in data, and agreeing on next action steps.
